If you apply paint, vinyl, new clear coat or any other material to the existing clear coat, that is what it is bonded to. If that clear coat continues to peel, guess what else peels with it?

I was cleaning the roof the other day and then replacing some slide out covers and saw my front cap needs some attention. I painted along the drivers side about four years ago and it is holding up fine.
Using 600 grit paper with water the clear coat was removed. I found a Duplicolor that was almost an exact match. Close enough for where the paint is located. A couple of cans of color and then the rattle can clear coat and it looks great.
I'm no expert but stubborn as you too. There must be some reason they sell this stuff in a can. Watch American Restoration and you can see where they have used it when their compressor died. The results can be outstanding.
If you want to really go the distance apply many coats of clear but sand with 1000 grit wet between coats. Just do it very lightly. Once the coats are built up use 1000 wet, then 2000 wet. Then go to the 3M system for polishing it further. It will look like plastic. That is way to much work for me now.

Joe....I tried many things on my 2005 Diplomat and the ONLY solution is to sand, repaint and then clear coat. In your coach scheme, the lightest color is tan. Typically, Monaco rolled all of the colors in the paint scheme up and over the edge of the roof at various points. I've had two coaches repainted because of clear coat issues. On both coaches, I had both caps and side rails repainted above the rain drip rail with one color. In your case the lighter tan. O he front cap, bring the new paint down to the windshield. On the rear cap, bring the new paint down to the running lights. Once done, it will look like it came that way form the factory.

Would you believe that I have never done it! Just one of those things "out of sight, out of mind" .
It has gotten much worse, so I will plan to try it soon! (maybe, possibly....)

since most of the work is surface prep for any paint (color or clear), I would do it right and sand / wetsand / clean / mask / color coat / clear coat / clean up.
Doing the color coat first is about another two hours of work. And, if you have good paint equipment and some painting experience, then it will come out great.
I wouldn't use a rattle can...
Find someone who knows how to paint after you prep the surface.
