Responses are all over the place partially because of different transmissions. The OP has a 5-speed Ford (5R110, I think), some responses are from those with a 6-speed Ford, some that might have a Ford 10-speed, and some that have a ZF. All of them will behave differently, and have different programming.
To my knowledge, the 5-speed does not do the downshift-when-you-stab the brakes thing, even in tow-haul mode. I'd love to be wrong about that, but I think that's really one of the primary benefits that the 6-speed offers.

Well then you'll be pleased to find out that you're wrong.
I've got the 5-speed engine in mine, a good push on the brakes does indeed induce a downshift.
Because the truck that lives under my RV is always within a couple thousand pounds of fully loaded, I assume that it is always 'hauling' and turn on tow/haul any time I'm in driving in town, because it's such a big help when stopping. If I lived someplace that there were hills or mountains I would also make sure to use it when on the highway. I live two miles (4 stops) from the interstate on ramp, so I often don't turn it on if I'm just going to leave home and jump on the interstate, but two lane roads going through lots of small towns - on all time.

Sounds like tow/haul is pretty well covered here.
As to “screaming” that is the driver, not the vehicle. When it downshifts to 3rd at 55mph, yes you are reving over 5,000 rpm. So back off the throttle. It will climb grades just fine in 3rd at 4200 rpm which will be around 45mph if memory serves. You'll be more comfortable and your motor wont be working so hard.
The conventional wisdom is that the V10 can spin over 5,000 all day long. I don't disagree, but I do find it unnecessary and abusive. So I would always limit cruising speed up grades to 4200 rpm, and whatever gear it took to do that, and whatever speed that gave me was just fine.

It's the older 4 speed Fords that locked out 4th ( overdrive ) gear when you pressed the OD-Off button.
Same button, same location, NOT the same function.

I believe it just locks you out of overdrive when you are on a hard pull it’s down shifted already.

Yes I had that in my 2000 Ford pickup. When I was driving in the mountains I turned the overdrive off but I don't believe that changed any shift points or anything else. And yes, it was a button on the end of the shift lever, just like the Ford E450 has for tow/haul mode, which does not turn off overdrive.
Also can confirm that the five speed Ford E450 with V10 does downshift when you stab the brake. That's what I have in my 2010 Class C.

Found myself on a winding downhill road that was a 10% grade. Sure glad I have tow/haul on my truck. Went down in second gear but felt in control the entire descent.

After a 4K mile trip out west and up and down 10-12K foot mountain passes I am a firm believer in the tow/haul mode. I asked lots of newbie questions on this forum before the trip and all the advice I got was spot on as I was very nervous and apprehensive. I now use tow/haul mode 100% of the time...bob

Exactly the OPPOSITE is true. You do not want to be putting a heavy load on the transmission while still using the torque converter. A massive amount of heat is generated. You want the lockup clutch engaged!

Yes tow/haul also alters the downshift pattern when climbing grades. It will downshift and upshift to help stay in the engine's optimum power band.
You cannot harm your tranny or engine by using tow/haul, the most obvious difference you'll note is the tranny staying in a lower gear longer to prevent gear "hunting" in rolling terrain. Also slightly reduced mileage may be noticed.
I know with GM products tow/haul locks out 6th gear, cant speak to Ford.

On the 2014 Ford F53, the tow/haul mode has no affect on locking out any gears, including overdrive.
Excerpt from 2014 owners manual: "The tow/haul feature improves transmission operation when towing a trailer or a heavy load. All transmission gear ranges are available when using tow/haul."
