Here in Alberta we just had a refinery shut down for maintenance and it created a diesel shortage. Otr trucks were having a hard time getting fuel for a few days and this affected most of Alberta and northern BC and they were saying as far back as Ontario. The price of diesel hit $1.29 a liter and maybe higher in other areas. Makes one wonder if they don't do that just for a reason to jack the price up!

Then why is a surcharge "added" to your shipping bill?

Hey make up your mind lol. When a trucking company signs a contract with a shipper he obviously cannot predict fuel prices. This is why the sur charge is needed otherwise we would all be pan handling beside our parked rigs.

What this means is the trucking company bills the shipper an additional charge for freight. He pays the same as you do at the pump but is paid a little more depending on the price of diesel for the freight he hauls. The higher the price the more he is paid and this is called a fuel surcharge on the freight billing. Hope this helps you understand what I meant.
