Appears to be a custom fabricated tow bar base plate for the rear of a MH. Anyone's guess as to what it was made for.

Interesting idea.. it's a removable base plate that won't show at all when removed.. but for what vehicle, I have no idea.

Or MH mount for some type of lift or ramp.

It looks like a home made hitch for one of those old single wheeled trailers. it hooked to the tow vehicle on both drivers and passebgers sides and had a swivle(sp) wheel on the trailer.

I agree. There are two manufactuer's(that I'm aware of) of such "trailers"(not legally trailers) using that hitching setup. Some 5er owners use one to haul a motorcycle,genset,etc and avoid falling into the towing doubles classification in states that prohibit same.
