I'd check under the coach for drain pipes. Then look above each for a valve. I have 4 drain pipes underneath the coach. 1 is for fresh water overflow, 2 are for hot/cold water when winterizing and the 4, drains the fresh water tank.

You should have low point drains for you hot and cold water.

Look under the body of the RV. On my RV the water drain lines stick out
under the body of the RV with a turn on off control. They are not in the
compartment by the water holding tank.

My 2007 Ellipse had no low point drains,
The fresh water drain was accessed in the wet bay compartment if I remember correctly.

Looked at the Winnebago plumbing schematic for the Horizon but it did not show the valve itself. Did a little bit of looking around and found one forum post stating that the valve was inside a front curbside compartment on a 36 foot 05 Horizon. Might be a place to check.

I have no idea but it may also be that the valve is electrically controlled with a switch. It may be a slide type similar to a waste tank drain valve.
