For those not aware, Plastic/fiberglass is the norm for modern septic tanks. The lids should easily carry the weight of an adult or a riding lawn mower.
I can only presume the lid was seriously damaged by some prior incident like a truck driving over it because even unsecured it should not have collapsed under the few pounds this toddler weighed
