If you stay in one of the BLM long term stay areas (which runs about $40 for 2 weeks) the water and dump are "free".

Or you can pay a day use fee to dump and load up your water tank. It's on the East side of HWY 95 across the street from La Posta Area?

You probably wont see as many RV's in one spot ever. The big tent show will be shoulder to shoulder people pushing little dogs in strollers. Like said above you will see every kind of gizmo known to man for sale there. There are all kinds of flea market booths set up for the first week or so selling everything from rv acc. to t shirts and lots rock displays. Some love it some hate it. It's something to see at least once.

There are water trucks and honey wagons that cruise the BLM. You can get water from them if you must.
