I don't know how Texas works, but in Minnesota, you can take the title in, tell them you are buying it in another state with no plates on it and for about $7 they issue a paper temporary plate that you can use for 21 days. Then when you register they hand you the plates before you walk out of the office.

Thanks all

I've discovered Davidson Co authorizes temporary operating permits (thanks for the heads up @tap4154 ) and am in the process of figuring that out as I'm buying it through my LLC.

If they'll cooperate, I'll get it to my home base where I have contacts and get the VIN issue resolved.
