If your state does not consider a service contract insurance (most do not, but Florida does, for example), then the insurance commission can't help you. In that case, try the attorney general. But basically you have a civil suit problem - they are in violation of their contract with you and your recourse is to sue them. But they would likely just declare bankruptcy, which does you no good either.
A letter to the Good Sam magazine or other RV consumer help hotline wouldn't hurt. Might get your payment moved up (at somebody else's expense).
