It takes time for changes to you credit file to be posted by the various services so maybe if you the various applications happen back to back there is the possibility that the first inquiry may not post by the time the third so the 14 day window limit would be a good thing.

An inquiry can happen very quickly, as in a few key strokes by a loan officer. The days of snail mail or someone sending a FAX are long gone. My credit is frozen with will cause a rejection to any inquiry. As such I've been on the phone with loan officers while sitting in front of my PC, thawed the service over the internet, they pulled my data and I refroze all with in a few minutes.

If you don't mind being databased you and see the hits with Credit Karma fairly quickly rather than using the annual free report. TransUnion and Equifax only.
