A methodical approach will get you there quicker.
Does the RV have DC power? IOW are other DC operated equipment working.
The jacks take a lot of amps compare to other DC operated equipment so even if lights or other DC equipment operates the Battery Connections may not be tight and making a good electrical contact. Check this.
So far if everything is OK, check voltage at the hydraulic motor with a multi-tester while someone else has the switch turned on. If voltage is lower that at the batteries, check connections at the battery and at the hydraulic motor.
If no voltage at the motor with the switch on, then check voltage at the switch.
By now you should have determined the problem.
