That is the fault of the individual, for not having the self-disipline to save.
My BIL laid tile for a living ever since he returned from Vietnam. He and my sister live very comfortably, take a cruise 2x a year, + mutiple "vacations" in between cruises, own their own home, 2 new vehicles, etc.
When he was working, they took very few of those and drove old beaters.

It really does not matter why the folks are in that condition. The point is that they are thus the problem exists and will be a significant issue for years to come. More than that becomes a political discussion that is frowned on here.

Ray.in, you have no idea of the realities of life. They are different for everyone. I'm doing it while I fix and repair my coach. I'm not planning to leave for another 18 months. How, why or shoulda, woulda, coulda someone have done this or done that is not relevant. Stuff happens and it happens to good people. The next economical train wreck just might wipe you out. Be careful how indignant you become.

In my opinion, being debt free is the best gift one can give themselves. That way when life takes a slap at you, you are more likely to survive without losing everything. It is a difficult thing to achieve but it does make full timing much easier. Again, my opinion.

We started to have more difficulty making reservations last year. Not talking about reservations six months out, but maybe 1-2 weeks out. Worse this year. I think its a combination of more RVs being sold as the economy got slightly better (for some folks), lots of people out of work (or having to move a lot to get work), and who knows what else. This year it seems if you want a holiday WE, you better get it reserved a month or more out. We've been very disappointed at the condition of some CGs that allow settlers. In one FL CG we saw some very unsavory looking people living in dumpy conditions amongst other typical RV'ers like us. If that sounds a bit snobbish, I guess it is.
