I think the biggest issue for Canadians is the cost of their medical while traveling.

Not so. We paid just $1800 for 2 of us for 5 months USA and Mexico. Both 65. Only reason mine was so much more ($1100) was that I had a lab test that the private insurer called "ongoing treatment". Sure $1800 is twice what we pay for a year for both of us, but the cost of travel is the cost of travel. We're actually saving money with the cost of living and the simple life here, so the CDN $$ to peso is good bang for our buck. Not a factor.

Many of the OPs poster's non returning Canadiens may be a certain eastern group of eastern folks, a good percentage of whom, we're told by others, may have worn out their welcome there in Florida... We, as western Canucks, were mortified with their loudness, rudeness and treatment of others, especially the Mexicans here in Mexico. The RV campground manager, as well as the owner, commented that they are quickly wearing out their welcome here in western Mexico too.
Thank goodness their caravans of 8 RVs moved south. Sounds like some are showing their colours in the SW states now.

There's lots of water in Arizona. Lake Powell, Colorado River, Roosevelt Lake, Alamo Lake, Patagonia Lake, Parker Canyon Lake, Show Low Lake, Fools Hollow Lake, Apache Lake, Canyon Lake, Woods Canyon Lake, Lake Mead, Lake Pleasant and more.
