We lived in Rapid City for four years and the only month we didn't have snow was July. One of the worst snows we had was in June. Weather changes quickly and generally April to Oct are pretty good months to do tourist things but prepare for weather swings. Best to come when schools are in session to avoid over crowding, otherwise make reservations. A lot of people like the Rafter J convenient location and good facilities. Avoid the Sturgis bike week all routes tend to turn into big parking lots.

I recently read that part of the site is closed due to maintenance. I found this:

You might look deeper in to that before heading up.

That said, I would greatly recommend you see the evening lighting ceremony. I've seen it twice and will go back for me. Beautiful.
