The Illinois Toll Authority has already said that it has the finances and is willing to take it over. At this point, it’s up to the politicians. Given the current state of the roadway as well as the huge budget deficit in Illinois, it will happen at some point. Since converting a freeway to a Tollway isn’t politically popular, it may be awhile. FWIW, the roads they have completed are excellent.
In contrast to Indiana, the Illinois Toll Authority isn’t a private for profit entity. IMO, privatizing a public asset is never a good idea. In Chicago Mayor Daley leased all the paid parking spots in the city for 75 years in a quick cash grab. The last I heard the investors are going to recoup their 1 billion + dollar investment with 62 years to go in the lease.
