Seems odd - clear coat is usually used over paint in the base coat/clear coat paint system and I don't think a 97 GBM has any paint on the exterior. Are you the original owner? I'm wondering if a prior owner thought to brighten up the fiberglass a bit with a clear coat? A perhaps a clear varnish?

Pealing paint?

You hit it right on the head, it's looks like a clear coat over fiberglass. question is can it be stabilized and keep it from peeling more. It looks like the rv had a bad sunburn and it is now molting in many small places.

I'm with f-150. If somebody thought they could just spray a clear sealer coat of some kind over fiberglass, they were sadly mistaken. It is going to need to be sanded down, primed and re-painted. You can get a nice full body paint job for around $10,000. Probably somewhat less if you keep the paint scheme simple, e.g. a solid color above the bay doors and a stripe or two.

Thanks for the help, at least now I know what to expect. Since this was my first attempt about an RV problem, I am really impressed with the quality of the answers and in such a timely manner.

I will be comeing here again to get some help.
