The really big problem: By adding oxygen to a pressurized flammable gas, you could cause an explosion. Think Diesel engine.

Lesser problem: As the air leaves the tank, it can extinguish any flame that is being fed by the "propane". A propane heater or fridge could shut down on you.

If you are doing a liquid to liquid propane transfer, heating the source tank to make it warmer than the receiveing tank should help speed the process. By heating, I mean placing in the sun or using a heat lamp, etc. Obviously no open flame heat source!

Scratch the compressor idea.

If you are filling your own RV tank, from you own backyard tank, do you still need a pump and meter if you have an OPD on your RV tank?

It is illegal for a commercial business to fill your tank without a pump & meter (and most places a scale for cylinders), but the pressure & temperature has nothing to do with it. I've been licensed by my state in propane handling, so I do know the regulations. All Tanks, cylinders, & bottles have an 80% valve that must be open to indicate the 'full' level. That is all that matters. There is no law that says you cannot fill your own tanks(bottles,cylinders) at home if you have the where-with-all to do so. Even if there were, no one would see me do it, so I do.

That website is ridiculous and full of mis-information. Just one: Tanks don't explode if overfilled-the pressure relief valve will vent the excess. If a flame were present, a big flame would usher forth until the relief valve closed.
