Weird that mold got under a well affixed decal.
Yes, very likely the decal will have to be removed, cleaned, and then replaced.
Removal of large decals uses a "decal eraser" which is a rubbery wheel that is used in a right angle grinder to "melt" the decal into tiny pieces. 3M makes the eraser. About $70 for the wheel. You can also try using a heat gun and plastic blades available at any auto body supply shop, and often auto parts stores and certainly online.
