Go by your HOA rules. Your neighbor is just going to have to live by those whether she likes them or not.
I lived in a gated community for many years, with very strict rules. But they did allow for personal RVs to be there for as long as 2 nights - as long as I was not blocking the street or anyone's driveway. This was really helpful as it allowed me to bring it in to do small projects as well as load / unload for trips. But I understand why they would not want residents to use the home area for RV storage. But since my HOA was accommodating enough for me to bring my RV in temporarily I made sure I did not abuse their rules. Their rules were reasonable and worked for me with my RV lifestyle.
But every HOA has its own rules, and just like you have to obey them your neighbors have to honor them as well.

Check to see if there is a mobile detailer in your area - there is one near me in Jacksonville FL who charges ranging from $125 to $350. I didn't want to pay that much so found a food truck service center where they allowed me to wash the RV for free (I gave him a $20) then I could wax it at the storage yard.

I agree with the others, confirm that you are within your rights with the HOA, City, County and anyone else who might have rules against RV's parking at your home. We had a similiar instance with loading and unloading our RV in front of our house. City and HOA give us 48 hours. We use our RV 2 or 3 weekends a month so the calls to officials were frequent. I made a large orange laminated sign to put in the window that said: CURRENTLY LOADING/UNLOADING and with a black wet erase marker I would put the time we parked it there. That way when the officials were called by Mrs. Kravitz and they drove by they didn't have to waste their time knocking on my door. They thought it was a great idea and the neighbor finally stopped calling them when she realized she wasn't going to get any attention.

We have a campground near that is not expensive.... when we need to do some of the things you are describing we’ll make a reservation there.... and do it there...

When I bought a small condo in north port couple of years ago, needed a lot of work, rip out old tiles, cabinets, etc. I got a call from the condo management company to call them. I assumed it was to introduce themselves and thank me for fixing up my unit and adding value to the overall condo complex. WRONG. Instead it was to complain about the little dumpster that was in my driveway, we all have tiny single car garages with small driveways and some anonymous neighbors complained about it being an eyesore and i needed to get it out of there ASAP.

Check your HOA rules most allow you 24 hrs for loading and unloading. If this is true in your case , tell your neighbor to KISS your spare tire. Then DO NOT EVER talk to her again....

I’m sorry that you are having this problem. The obvious long term solution is live where there are no HOAs. I know, not a very practical solution. I use to live where HOAs wouldn't even allows you to wash your car, and the car had to be kept IN the garage. A couple of yrs of that was all I could take.

Do not want to throw stones but you knew HOA were rules that you had to contend with when you moved in. That being said try to kill her with kindness, some people want the attention. Invite them over for a little wine or whatever and if still no positive response tell her to get on her broom and get out......nicely though !

Reverse psychology? Invite her to come see the coach....? Half the time, those who complain about things don't understand, have working knowledge, or are envious. Maybe this could work. Break the stereotyping she has in her mind about RVs.

Terrible Neighbors
I was elected to our HOA, and when we updated our covenants, I made sure we could have RVs at our residence for 24 hours to load and unload, or perform normal maintenance like washing, waxing, adding water, etc.

We have had property managed In three locations and one that was an RV park. We still have property in two of them. I find HOA rules to be an extension of zoning rules Know what they are and following them.
Does you HOA rules allow to park in you driveway for 48 hours then you are home free if not I have mo sympathy for you problems.

After reading the posts here about HOA's I am glad I was born, raised and still live in the country. With my 200 acres of land some of which is woods, a creek running through it, 73 acres of tillable land I rent to a farmer which pays for my taxes and insurance with a little left over and it still leaves me land to groom, plant and manage for deer, turkeys and other wildlife.
While others have fancy boats and other high dollar toys I have three tractors and a full compliment of equipment to go with them.
Come wintertime I have a test track we groom and use to test and tune our race sleds. I say our's because my son lives right next door where he built a new house on land I gave him. We house and work on our sleds in my three stall garage and store them in my 40X60' pole barn. I have no problem finding room to park my MH with no worries about some snooty neighbor complaining about it. I just have to move it once a week or so so my wife can mow the 4.5 acres of lawn we have.
I even have a shooting range which is set up behind my barn which we frequently use as well as a trap set up to throw clay pigeons. Try that in an HOA.
You can have your gated communities with a board lurking and waiting for some nosey complainer so they can confront someone and feel like the Town Marshall.
