A search of TX Rest Area Rules said they want you to get a good nights rest. So overnight stays are permitted.

I've stayed several times at Texas rest areas and picknick areas on I-10 without problem.

I stayed at one that actually had RV spots with power, water and dump.
Texas Travel Rest near Wichita Falls. "Wichita Bend"
It was next to a great park, too. No limit, pull through and I think they only asked for $5 in the honor box.
Easy off, easy on the highway.
