I was taught not to pee on my hands. In the event the wind is blowing the wrong way....you may very well choose to wash your hands! Just like if the toilet paper gets soggy!
I was taught a bit differently than that . . . if you touch the "hose" you need to wash your hands (and I'm not talking about the sewer or water hose).
