It is a strap wrench that adjusts for the opening size. The strap is rubber and binds against the fitting thereby causing the friction that turns the fitting.

Great for plastic pipe or anything that you don't want to mar. Works pretty good on jar lids too. I get mine at the local Harbor Freight outlet when the two piece set is on sale.
