I don't feel that I have the knowledge about tow laws to enter into debate about what is allowed or not allowed. However I once read a comment (most likely on IRV2) that I think makes the most sense about towing safely. The comment said something like: The MH does not know the difference, if it is pulling a trailer that weighs 4000 lbs or a toad that does, all it knows is there is 4000 lbs back there and it takes more braking power to stop if it was not back there! Brakes make sense no matter what the law!
