Found this info for a post that I cant find again. Good general info about the requirements in each state for a brake system in your toad or trailer.

Sadly, I have personal information about people who need this, and more than one of them. Friend of mine has a small SUV and a big pop up. She is legal on her weights (barely), but she lives in Minnesota where brakes are required above 3000 pounds. Not surprisingly she find her rig hard to drive and stop! I tried telling her she would be very happy with the minimal cost of trailer brakes, but she doesn’t agree. Another friend has a 3,500 pound rig and just refuses on principle. He thinks his truck can stop his small trailer just fine, and trailer brakes are “government overreach.” Sigh.

All too many folks do not understand the physics of it takes more braking force to stop more weight. Not only brakes, but more physical surface for tires on the road as well.

Truck/Trailer brakes stop the COMBO Together

Trailer brakes also provide a measure of backup safety if truck brakes fail.

3rd party websites are good for generalization but if you truly want to be legal you need to contact your state, much like pulling doubles or certain drivers license requirements.

Toads and trailers are not legally the same thing in all states.
If I tow a 3000 pound trailer and need trailer brakes, what do I need if I put 3000 pounds in the bed of the truck?

3000lbs in the bed of the truck and your rear bumper dragging will provide braking.

Good thing the friend is in some place relatively flat and not towing the trailer in more mountainous terrain otherwise there'll be another topic such as below.

Braking is based on the truck
I put 3080# in truck bed every time I tow my 5th wheel...pin weight
Truck brakes stop truck
Trailer brakes stop trailer

Supplemental brakes on the trailer or toad should be activated on breakaway to protect the public from an uncontrolled, detached runaway. An often forgotten part of the supplemental breaking requirements.

For those who think they do not need a toad braking system, why are you thinking about this?
Cost?
If you think you might 'get away with' not having a brake system in the toad, because of your State requirements, think about this:
If you have a complete breakaway, and your toad creams a vehicle in the oncoming lane, how would you feel about your decision?
Or how about this:
You have to panic-stop because some miscreant didn't know how to merge, and if you just could have slowed just a little bit more, a lot of damage could have been averted and you could still have had a vacation.
