About transfer switches; switching power sources while running heavy load appliances, air conditioners, etc. is hard on them. A heavy load creates an arc between contacts, which burns them and likely causes pitting. This can cause the contacts to "weld" together. IMO it is best to turn off all high-draw appliance first, then switch power sources.
That said, I suspect Joe is right, since you didn't mention checking generator breakers.
