The best "you've got to be kidding me" I've encountered was one when camped in Glacier National Park. A non english speaking couple was completely set up with sewer and water connected in the nice cement paved site. They had their BBQ fired up and chairs out. The site they'd chosen to camp in was the dump station.

Restaurants often do this to keep the wait staff from having to run all over the restaurant. I can't say I wouldn't prefer a little privacy, but I can see the logic.
