I might me missing something here, but if motorhomes and any vehicle under 14K lbs. are exempt, why would an RVer be upset with the change? Ever get stuck behind an old bus at a stoplight?

Besides it either driving out or driving up the cost of everything there? Granted, I don't live in California, but Oregon has a tendency of trying to one-up whatever retarded legislation manages to make it through in California or Washington.
Also, once you get a law like this on the books, its much easier to simply make addendums and change it to cover all diesel vehicles, instead of just heavy haulers.
And yes, I've been behind old buses, so old in fact to have in-line 6 gasoline engines in them and a semi-truck style stick shift, and these were in our school fleets!

Well I live in Southern California with about 20 million other people and I am all for it.
Here are some facts: In California, about two-thirds of targeted emissions come from mobile sources, and 70 to 80 percent of that comes from diesel. About 687,000 diesel trucks produce more than one-quarter of California's particulate air pollution and cause 2,000 premature deaths and 3,600 hospital visits annually." This is a big deal nationally because it requires the fixing of problems on trucks that are already on the road," says Kathryn Phillips, manager of California Clean Air for Life Campaign.
Drive down the hill from Big Bear into San Bernardino and you can see the need for this rule change. These rules are targeting commercial and agricultural large diesel engines and it is long past due.

Didn't our governor just sign something to make Oregon comply with CARB regulations?
I hope that doesn't mean retrofits, and "spill proof" gas cans...

Wouldn't suprise me. When I was in California, I had to busy myself defeating the little carb nozzles on the gas pumps so I could get my tank topped up.
