It's not OK to dump black water anyplace but in an authorized Sanitary Dump Station.

What if I ask the Walmart manager before dumping?

He looks like our dog ( less fur though) and is the reason we have slide outs. Hes a bear rug and takes up alot of floor space. If he woke up he would only lick and intruder.

Since there's only one Walmart with a Fort Collins, CO address, this must be at:
Walmart Supercenter #2729
1250 E Magnolia St
Fort Collins, CO 80524
If it's this store, the RVer apparently didn't ask permission, either, as this store abides by the local Anti-RV "No Overnight RV Parking Ordinance." Overnight RV Parking is not allowed at this store.

I have reports from RVers in June 2008 and January 2010, both noting that the lot is posted "No Overnight Parking," but also that the store will grant permission to park overnight if asked. Both RVers report that they were not approached by security or law enforcement overnight.

"No road side rest stops" Reason: So many transients coming and going and drug deals and other illegal activties make this a dangerous place to stop.
My two cents on safety.

I totally agree with you!!! My husband feels like I am wrong for not wanting to spend the night in a parking lot.. oh well, been wrong before and probably won't be my last

A percentage of Walmarts with "No Overnight Parking" signage will grant permission anyway. In most of these cases, the signs are there to give the store legal leverage to evict a problem RVer from the lot.
But the "No Overnight Parking" signs at many other Walmarts mean exactly that.
You don't know what the case is until you ask permission at the store (which is what the Walmart Corporate Website says we should do), or unless you have access to detailed information about the store's policy, the signage, and how they interpret both.

I've had more panhandlers on rest area spots than on WalMart lots. Anyone have crime reports on this subject?

Times are hard right now for a lot of people that are doing things they never thought they would do to make ends meet..and for some others it is a way of life,, some people listen to local news , some people don't ,, I do and I hear about the ones that include Wal-marts also. Getting followed to your car and you only thinking they are going to their vehicle next to you but, oops, too late, purse is stolen, vehicle stolen ,,,,,,some have been abducted! And, yes it could happen anywhere else but I just feel better in a secured campground where everybody looks out for each other,,

Look here for their official corporate statement on the subject:
http://walmartstores.com/317.aspx#Park_RV
This link will bring you to the middle of a long FAQ page, and their statement on the subject should be right at the top of your screen.

Can I park my RV at a Walmart store? [Back to top]
While we do not offer electrical service or accommodations typically necessary for RV customers, Walmart values RV travelers and considers them among our best customers. Consequently, we do permit RV parking on our store lots as we are able. Permission to park is extended by individual store managers, based on availability of parking space and local laws. Please contact management in each store to ensure accommodations before parking your RV

I love to go to Canada with our Dynasty, and where nobody needs to worry as guns are not permitted. Well one may have been handy for that elderly couple that are missing and their RV burned up! I guess thats why some choose to carry? Just in case!>>>>allegro5
