Does anyone who drives a motorhome ever put pads down and level with stabilizers if the Walmart parking lot where they prefer you to park is too sloping?

I should have called cops(911) but though the store manager would run out to see what the hell was up. He didn't do anything, I waited at the door and he never came out. I though he the manager would send security but no one showed.

If you see and do nothing then, in my opinion, you are just as guilty as if you had dumped. I get a little tired of the "I saw someone dumping into the storm drain at Wally World" yet they did not call 911 to report an illegal activity. If you want to tell the store manager as well, fine, but you should be calling 911. This is considered an enviromental violation.
To report oil and chemical spills, call the National Response Center at 1-800-424-8802.

Having an 800 # is fine and dandy but...... Where does that number ring? Most likely nowhere near where the idiot is dumping down the drain. Dumping hazardous waste, even if it is gray water, is against the law. The fastest way to get someone there is 911.
A little story:
Back when we lived in CA, my next door neighbor was having his house painted. The painter sat by the gutter and used paint thinner to clean his brushes. The gutter was marked as flowing to the sea but no big deal to him. I called our HOA and they came out to look and stated they would "send him a letter". The next month the painter was back doing the same thing. I called the sheriff who arrived after the painter left. Words were had with the neighbor, the fire department was called for a hazardous spill. The neighbor received a $25,000 bill for the cleanup.

And what exactly was it that made you assume it was a truck driver?

The two gentleman were horse farm workers. I own horses and know horse farm workers. The oil was in old bleach bottles and they had no idea what they were doing was wrong. Thay just saw the big grate in the parking lot as a drain. There is a thread on this site of a camper asking if you can dump gray/black thank water down a street drain. Some people don't have common sense about things like that. they were not RV people either but we would probably get blamed.

Thanks for clarifying mikron. I am a truck driver and I hate when people assume that when something bad is going on it has to be a truck driver. Nothing irritates me more than the "must be a truck driver" mentality.

I said RV'er or truck driver because of the 3 gallons used oil. I just had supper and I'll bet most of what I had got to me through a truck driver somehow.
