I'm sorry but 911 was created for a fast, uniform way to report crimes in the US, it did not stress the perceived importance of the crime.

See 911.gov Using 911 appropriately. It sure doesn't give a list of when you should NOT call, only that it should be an emergency. They leave it up to us to define "emergency".

So I guess the question is, does dumping 3 gallons of used mortor oil down a storm drain constitute an emergency that warrants calling 911?

I'm not sure we can do that. I work in the health care field and people have come to think of a runny nose as an "emergency" taking up time and space in the ER.
