Generally speaking, you will want to weigh it before you buy it. LOL Make sure you have an idea of how much weight is on each axle and corner. That may make a difference on what you buy in the first place.
After that I would plan on weighing it as often as you make any major changes. Once you get it loaded the way you plan to use it and know you have good margins perhaps annually is enough just to make sure you haven't shifted weight around.
Personally, my standard is full fuel, fresh water and propane. I also like to have about 20% in both the grey and black tanks. That should cover nearly all normal operations. If you can do all that and still have room on all axles and tires you should be good to go even if you have something off the wall happen such as carrying a couple extra people.
