Update: I found out this is a Ramco ELE310 switch and yes it does control the mirrors! What was getting me was that the control did not return to the center. After speaking with the Ramco engineer this morning he confirmed that the switch is probably bad and I ordered it's replacement. Owner probably had a blown fuse and did not have a replacement. Pulled one that he could live without the function and used it to replace the blown fuse. Then forgot to replace the one he took out.

Final update:. The switch was bad (broken on the inside) and after replacing it with a Ramco ELE310 switch both mirrors are now 100% operational (I really hope the control was for the mirrors otherwise I just did so really goofy wiring! ). Many thanks to all of the great ideas. I am attaching the diagram for the switch as well.
I hope this helps someone out there!

I have a 98 Dutchstar and a similar switch in the dash operates the Searchlight on the top of the roof in front. It is a powerful searchlight and it moves as shown on the switch. Either up and down or right and left. It is helpful if you are camping in a lonely spot in the wilderness and hear some funny noises outside

Indeed it appears that way. Just goes to show, you don't know what the previous owner has done. Its a good thing my friend is a mechanic. Most people wouldn't know the difference between an empty slot in a fuse panel, and one that had the fuse removed. Looking at the fuse box diagram would have revealed it, but who would think you would have to look for removed fuses.

It is the mirror control switch. I had to replace mine a few years back.
