What's the big deal?
Didn't you know that the Tundra can tow a Space Shuttle?
I didn't see lights hooked up, nor the use of a WDH in that video. Maybe hauling that TT with a Tundra is overkill? He coulda' probably gotten by with a Tacoma.....

Running south on I95 last week at 65 mph I was passed by a Tundra. Would not have been a big deal if he were not pulling a Raptor. I slowed to 60 for the next 1/2 hour to be sure he was far ahead of me. I'm not sure how the front tires even touched the road. Sick dude, has to be sick as no one can really be that stupid!

I'd talk to him some more and get particulars of what he's doing and why it works. You might learn something.

We had a local guy that tows an old metal sided 5th wheel with a Jeep 2 Door Wrangler. He pulls the top off and places the hitch in the back of the Jeep and bolts down in the corners and hooks the sucker up and pulls probably 4 miles 7 times a year. You see come across a grass field and every time he hits a bump I swear he you see air under the front tires. He cut one side out and hinged and that his awning. He has 4 taps and a couple kegs of beer. You can pull up a chair under his awning and put 5 bucks in the tip jar and drink beer all afternoon. Heck of good guy and blast to tailgate with and never jumped about his tow vehicle. I have seen him going road and I could run faster then he was pulling. Been a few years since I have seen him but was probably in mid 80s.

If I knew that someone could cause a accident, I would report the plate number, and general description, to the the Texas State Highway patrol immediately!
(Many years ago, I reported my own father, for drinking and driving!)
I would also follow up to ask what had been done.
I follow the, "if you see something, say something" rule.

Well saying nothing would seem like an answer given by the majority who want no problems or confrontation. That being said at times you have to step out of your *security box* and point out the safety factors not only for him but the many people traveling around them. You will not only be saving yourself but a fellow human being and just maybe someone you know. Speak up .....and if he follows your lead then well done..if not...you gave it your best shot..and good for you !

I think BikesandGuns was on to a good approach. There's generally no harm in asking someone about their rig if you're honestly curious (not accusingly questioning). Most folks love to talk about their rig and how it tows. As others have said, maybe he's got a wireless or surge brake controller. And if not, maybe your questions will make the guy think a bit.
You can always report him after you talk!
