Read your hoa rules, I cannot imagine any community would be so restrictive that you cannot load a vehicle while it is parked in your driveway for a few hours.
Yes, police do give tickets for everything you mentioned. I got one once for parking the wrong way on a dead end street and I was two houses from the end of the street.

After reading some of the responses I feel fortunate. I don't flush my F.W. tank as I drain it after each outing where I need water in the tank.
I have a home in the country with 200 acres of land. Draining my tank is no problem. I pull out into the yard, place a metal serving tray under the drain outlet and open the drain.
When I fill my tank I drive my MH to work in the city (8 miles) and use my hose to fill the tank with chlorinated city water. I own my shop and have to pay for the water so why not use it? The water costs less than a penny a gallon.
I like using the chlorinated water for keeping the tank clean but I don't drink it. Frankly I hate the taste of it. I carry water from our well at home for drinking and cooking. If I run low I buy bottled water.

Oh, I'm more than happy to turn this thread into a rant about how HOAs in general -- and mine in particular -- are the worst thing ever. I have some great material lined up. Like how they made me spend $3000 to cut down a huge river birch in my back yard and re-sod all along my fence, all because the grass wasn't growing quite well enough for the association's liking. The lawn guys had dealt with the HOA's victims before, so they just had a kind of resignation about it: "Well, let's see what we can come up with that will get them off your back." But the tree guys were genuinely upset. They couldn't understand why I was being made to cut down a perfectly healthy tree. Kept telling me what a shame it was.
As silly as it is, I still miss that damn tree.

Man that HOA sucks I can’t imagine being told to take out a tree unless it was a danger to homes. Great full for my HOA only 100 bucks a year and that’s so they can plow the streets other then that just don’t be a jackass and you can do just about anything.

Our hoa is pretty much like Elite's. We have rules and can't keep our RV at home, wouldn't want it here anyway even though our lot is large enough. We can keep our RV for a few days as we load up or unload and clean.
I don't see how they can prohibit a vehicle for a few hours, a moving van is bigger than a motorhome. I think over zealous residents are more the problem. Most of the times when an HOA goes over board it is because people have taken advantage of the rules in the past. If allowed DH would leave our motor home in the driveway for two weeks, definitely overstaying the rules.
As for the ticket, that was decades ago and it was by a city policeman. I figure towards the end of his shift and wanted to show he was making his rounds. Any way you look at it, my car was parked illegally.

Parking the wrong way with tires on the sidewalk will get you a ticket.
HOAs get away with ridiculous actions because they use bully tactics and home owners generally dont know the rules.
Know the rules better than them. Use the rules against them.
