From a newbie. Where is the converter located on a 1997 Allegro 31m MH?

Can't help specifically with that question, but welcome to iRv2.

The converter may be integrated with the load center (120v circuit breakers), or may be a standalone box located very near the batteries. Follow the big cable from the battery positive post - it should soon reach the converter. That's how the converter charges the battery.

On my 2000 Allegro W28 it is located inside the basement storage compartment just aft of the entrance door. It is mounted to the wall that backs up to the fuse block and ckt breaker panel.
