Congratulations ! I don't know about the difference in the rates but in addition to the registration fees Arizona also has an annual excise tax that is based upon the value of the vehicle so that may not help you.
Arizona does not collect additional sales tax on vehicles purchased from private owners however. Sales tax is only paid if you buy a vehicle from a dealer.
