There are many reasons to leave early from a booking – that is not what the question is asking. It is the booking of a site for an extended time because its cheaper and then with the foreplan of leaving early.
Is this a common practice? Is it acceptable?

I understand what you're asking. I think that morally and ethically it's wrong to save a few dollars at the expense of blocking someone else from using the campsite. We all know that campsites are getting hard to get. We don't go on a trip, hoping that someone will cancel their site and we'll score something after we're already on the road. Consequently, those people are blocking someone else who is trying to plan ahead.
With that said, the words morally and ethically don't mean much in this country anymore.
