As far as I know I don't think that is available to us. The travel insurance we use was good but once you have had a serious issue you have to be stable for a certain period to be covered. Right now we have got coverage again but it is horrendously expensive for a short trips. To come for the winter it would be crazy expensive. After being stable for 6 months, the rates will come back down.
You are right about small things like stitches and seeing a Doc. for prescriptions for colds and such. You can pay as you go. I spent a night in a Washington hospital 2 years ago ( they thought I had a heart attack) and the bill was $24,000. Our insurance paid for it. After that we are pretty careful about being properly covered.

I laugh at videos of baby goats wearing pajamas. Other than that I like my goat on a flour tortilla with a side of red chile.

It's snowing! We had to go to town. Notice the speedometer.
