I know how rough it is & what a sweetie she was. I'd hug you if I could, or at least Mrs. Moose.

How long do they make you wait?! Not forever, surely? Obviously you get time to grieve properly, but isn't this excessive? What exactly is the rule?

The SPCA will not allow an animal to go to a home that does not have a fenced yard. If you live full time you can't possibly provide a good home if your yard isn't fenced.

I have never been asked if we had a fenced yard in our past SPCA dogs we saved. Might be a regional thing.

Do you have to go thru the SPCA? Breeders might, I suppose, but what about individuals? Do they regulate only animals that are sold?

There's more than one way to skin a cat.. so to speak (don't tell SPCA, HS I said that).
A lot of rescue organizations demand escape-proof fenced yards to eliminate road accidents and lost pets. But they aren't the only ones that rescue pets. In your travels you should also try city or county animal pounds. They are often a lot less strict in their requirements.
Also, don't forget to look in the local newspaper or Craigslist for animals that people are trying to find homes for pets they can't keep any longer. That's how I found ol' Roscoe, a magnificent GSP I had the honor of sharing duck blinds with before he succumbed to cancer. His original owner was an Airforce sergeant that was shipped off to foreign lands too frequently to keep a dog.
My current dog is a Wirehaired Pointing Griffon, obtained from a small-town dog pound.

Before we got our JR Terrier we tried the SPCA and a bunch of different shelters and got nothing but a run around. I finally found a breeder in Washington State that had jack Russells so we bought one from there. I couldn't find any in B.C.

There are tons of puppies in Dateland. I saw an adorable pug/chihuahua mix and almost went to look at his sisters for you. When you get back down here I bet we can find you the perfect pup.
