Maybe it's to help the cleaning crew/person - all the trash is starting out in one spot, minimizing his/her travel to collect it?

Chances are the newcomer will turn around and vacate the bathroom altogether.... leaving you plenty of room to "stretch out".

LeeRevell, and further to your post , possible that the computer pulls up the next room # or site # instead of random selection.

I run a campground and I tell my employees if we are not full to space out the campers. They still seem to place them in a row going down the reservation sheet.
No splaining Lucy...........
