Actually those in RV's can make do; those living in stix N brix houses have the big problem- exposed plumbing with no way to keep it heated.

You know, I've wondered about this. Those of us living in the north have a lot of insulation to ward off the cold in winter. Dumb me, I assumed that in the south they would insulate to ward off the heat in the summertime.
We have a daughter in Austin that's freezing from lack of insulation with a puny electric furnace.

In the south homes are insulated; but to a different set of perimeters. When cooling or heating you are looking to maintain a normal temperature difference of 25 to 35 degrees between indoor and outdoor. When heating up north this differential is 50 degrees or more. Thus a difference in insulation amount and heating unit capacity.
