I noticed when living in Bavaria I would always get a stare followed by a dirty look. I asked a German one day and was told in their culture they don’t see the point in greeting someone if they won’t see again.
Could have they all been Germans?

I work in a small retail store. We make it a point to greet (not establish a relationship) every person who comes in the store. It is amazing the number of people who will look at you and not reply or not look at you and give a little grunt (I can get that by kicking a pig too).
We sell a lot of hardware and farm related items. We have both women, who are very knowledgeable about our products, and men working in the store. It is not uncommon for a male customer to be greeted by a female employee, ignore her completely and make a bee line for a male employee. When I see this happening I will make it a point to ask the female employee for help in finding what the customer needs, leaving the customer with the girl.
The camping community in general seems to be more outgoing, friendly and helpful.
Well, enough ranting. I'm going to go get some pancakes.

Actually no...two totally different scenarios.
Don't want people to misunderstand me... I'm just talking about simple human courtesies which seem to be on the endangered species list. And "I" get called rude because I say hello to someone who happens to be walking "right past me"?

Yep, taking a cat for a walk on a leash is a sure conversation starter, even if for no reason than to remind people to keep their dogs leashed.

See, I'm a little deaf. Got that way honestly. Mostly gunfire, artillery, and turbine engines. Now the DW complains that the old fart doesn't always wear his hearing aids like she would want, however they're a bit uncomfortable. OK, maybe it's because I like to use selective hearing. Anyway....
We meet someone on the street and they say hello, she answers right up assuming I didn't hear them. I just grin. Works for me.
So maybe the person is like me and didn't hear you, or did and is hiding behind his deafness.
