I believe a "wind predictor" is a standard equipment feature with all motorhomes. I know mine came equipped with it at no extra charge.

Here is a site for pilots. It gives ground wind speed for local airports. Just select state and then the airport near you or where you will be. It gives all data for 2.5 days.

Maybe it is. I'm still trying to master a laptop as I don't have a smartphone. I have one of those dumb one that all you can do is make telephone calls on. (not kidding)

I think MY RV come with the same app. (accessory) Didn't have to pay more for it either,... 'til I buy fuel, I mean.

Will not run on XP but will run on Vista and win 7. Is there a reason?
