I never turn of my outside lights.. But my outside lights fall into 3 groups
Solar LED's. the battery runs out around 11 to 11:30
Mains powered: Timer shuts them off (If that is they are plugged in)
Angel Light: Turns off like 2 minutes after it fails to see movement.

LED lights can be put on a conventional dimmer. Way I deal with bright lights is I close off the windows run a fan, usually a computer fan for white noise, Keeps it dark and I also can't hear the wonderful folks who like to congregate on the corner at 7 am with their while barking dogs.
