A few years ago I was involved with Passport America in an attempt to establish a Senior Citizen National fishing license. Unfortunately our political support was lost when an Ohio congressman lost his seat and ended in judicial trouble.

Now there seems that a new approach may help to promote this idea and perhaps see success in the future.

Because of the large number of IRV2 members who have very diverse interests and live in all parts of our country, I am requesting your participation in the poll at the end of this post.

For your understanding here is what is seen as how a Senior Citizen National fishing license would be defined.

As a senior citizen, I have been fortunate to fish in many different states. The excitement of catching nice trout or big bass on a new body of water is a wonderful experience. I have met and fished with many people who enjoy fishing as a wonderful retirement activity. Quite often the subject of a senior license comes up and everyone seems to favor a system to provide it.

I have learned that many people who travel to different states and love to fish choose not to do so because of the expense of obtaining multiple licenses. The time and hassle involved is a major obstacle standing in the way of an activity that we should encourage: Enjoying the outdoors!

I believe that many of America’s of senior’s would buy this license, and every state would realize some additional revenue to support their fish and wildlife agencies.

It is proposed that a National Senior Fishing License act be established. The requirements I believe are simple and easily administered.

1) Through the appropriate fish commission, wildlife conservation office or similar regulatory agency of each state, in the year a Senior citizen attains the age of 65, he or she may purchase an universal fishing license which grants fishing privileges in any state of the USA. The Senior citizen must also possess a valid fishing license and any required trout stamps or special “usage fee endorsements or stamps”, etc. from his or her home state.

2) The fishing activity shall comply with the regulations and fishing management rules of the state in which the fishing takes place. It shall be the responsibility of the senior to obtain, read and understand these regulations and rules.
3) The cost of the senior universal license shall be $50 annually. The fees collected shall be retained by each state’s fishing regulatory agency or commission and be used to offset operating costs plus supplementing their fish and wildlife agencies.

A really great idea, I bet more than a few states will object though. Maybe a kickback to each state per license might work.

After checking to see what I'm going to have to pay for two out of state licenses in CO this summer, you bet I support it!

I have a little different outlook on this. When traveling I can't take the boat so fishing is pretty much out anyway. The other side of it is that now, here in Okla in the year a resident turns 64 he/she can purchase a lifetime license for both hunting and fishing for 10 bucks. I'd hate to see the price go up to what you propose as I wouldn't use it. I think after all these years we should get to fish for free at that age. That way all we would need is to show our drivers license or proof of age to fish anywhere.

No I am 100% against ! Once you try to do this then the federal government is getting its fingers into what each state should be doing on it’s own. A lot of the least populated states have a very good restocking programs and a national licensing would ruin those programs. All the monies would go to the population states and the small states would lose their dynamite fishing . If I can not afford to buy a non resident license in each state that I want to fish then I did not manage my money correctly. The way every thing is being ruined by the socialist movement why let the government ruin our fishing…. Book2

Would support a national Seniors license, but not in conjunction with a state license. State licenses are IMHO, too expensive already in some states. A lifetime license would be more to my liking. Maybe a reciprical agreement amongst the states such as with drivers licenses are now would be a better thing to shoot for.

Vette Racer has a point when he states "That way all we would need is to show our drivers license or proof of age to fish anywhere." This may be better.

Book2roadtrash has a good point too about the stocking and how small states could be impacted.

All of this so very important to how this may go and why I am concerned.

here in alaska when you get to be a senior citizen you get free hunting fishing and trapping licenses.i do not see states giving up any more state rights to the federal goverment and all wildlife in alaska belongs to the citizens.

In Florida once you hit 65 you no longer need a license. I really believe that's the way it should be in every state.

It is recognized that in many states, senior life time fishing licenses maybe obtained. In some states they are free and in others there is a fee. This is fine for your home state and as I studied the question, I was pleased with how well they do it. The proposal does nothing that takes away state rights to control and manage their own fisheries. Instead the idea would provide a senior citizen the freedom to go fishing anywhere there is public access.

Each state gets to keep the fees as they are paid. In fact the state gets a double...you would need a senior resident license in your home state (fee) and you have to buy the National license in your home state (fee).

I agree and maybe that is where this should go, we will see.

But in Florida a non-resident 65 year old senior has to buy a license @ $47/year or $17 for 3 days.

There are many states that have reciprocal fishing agreements, but mostly around their borders. I find it strange that a concealed handgun license is so widely reciprocal and other licenses are not. How much would it cost us to have a driving license in each state we have to travel through.

As a senior citizen it cost me $21 for an all water fishing license. Then there are special tags if I decide to go after some sport fish. For someone out-of-state that license costs $65. I do like to support those entities that need support, but isn't that just a little to much to drop a worm in the water and catch a fish to eat?

I'm all for a National permit, or reciprocal agreements.
