1988 Coachmen Classic with Onan issues

My FIL has a 1988 Coachmen Classic 30 foot Class A with a Onan Emerald III 6.5 generator. He had previously replaced the control board on it, but now we have an issue where none of the generator start switches have voltage across them. We climbed all under the coach looking for an inline fuse, but cannot find one. If you connect the power cables to the generator you can hear the pump running but will not start at all. Anyone troubleshot one of these or give us a good place to start?

There should be a fuse on the generator start panel or near it.

The attached photo is of the Onan in my 85 Fleetwood, it should be similar to yours. To the right of the Stop / Start switch are two fuse holders. Push on the end cap, turn the cap and pull to remove the fuse. DO NOT LOSE THE END CAP. It is almost impossible to find that style these days as a single cap, the last time I had to buy a whole new fuse holder (about $10) just for the cap.
