1990 Holiday Rambler tag axle brakes

Hi folks,
I have done a lot of searching on the forum but still a little uncertain on getting my tag axle brakes going again. I have pulled the wheel, linings are ok but the piston was locked up on each side. finally got the part and everything back together. Tried to bled and never could get any fluid at the wheel. That is when I came back to the forum and discovered there is a cylinder for the tag axle. Correct ? I crawled under and see the booster and I guess what is the cylinder but do not readily see a place to add brake fluid.
Am I correct that the tag axle has its own fluid reservoir??
Any help of understanding how to get these bled will be very much appreciated.
