1992 Challenger by Damon water tank

I guess I'm gonna need a class on potable water tanks. At first, I tried to fill it, but water was coming out as fast as I put it in. Removed fill port on outside, found the spiral hose that appeared new, had split. I by passed that part, and filled the tank with my water hose until it overflowed. Went inside and turned on faucets, Nothing. Got my flash light and looked thru fill port and could see the tank only 1/8 full. Everything else in there looks new. Not sure why this tank isn't filling, or when the pump is supposed to come on. Ran out of time, had to go to work.
