I have a 1996 Ford f53 chassis Tiffin allegro bay. I am not getting headlight, horn, dash lights and of course no start.
I know this has been discussed before however I haven’t found a definitive answer. Lots of suggestions concerning battery ground which I eliminated by jumper cables direct ground and pulled and cleaned battery post and checked the fuses.
I am getting power to the non switched buss behind the dash. The volt meter wired to this is showing 12.4 volts which agrees with my multi meter.
I tried jumper cables from my pickup with the same results. Not knowing the wiring logic, I am leaning towards bad ignition switch or faulty start relay. If there is a fusible link, where is the location?

I don't know what years this diagram of the starter relay location covers , but worth a look around when you're under the coach .
Relay takes a power signal from the ignition switch and is grounded by a switch attached to the transmission shifter to insure engine will only start in neutral or park .

The fusible links are attached to the battery cable side of the starter relay (solenoid). See if any of the engine compartment fuse box maxi fuses are hot... this will help determine which direction to follow. If none of the those fuses are live, then note that there are 2 gray 12 ga. fusible links that feed the engine compartment fuse box.
A defective ignition switch will not prevent the headlights or horn from working.
