Loosen the exhaust pipe at a convenient connection in front of the cat. If none take out the O2 sensor and then see if you have more power.
There is a special very sensitive pressure gauge used to check exhaust backpressure by screwing it into the O2 sensor threads. WE had one at our shop but don't know where you might find one.

No Catalytic Converter on a 1994 - 1996 F53.
It does have a resonator in front of the muffler.

His F53 is OBD1 with MFI.
No fly by wire or TB injection.

MFI = Multiport Fuel Injection

I had one that started and ran, it revved, was running rich a bit, , it would barely move ,,,,
I replaced the PCM, computer.. and then a bad water temp sensor for the pcm, the temp sensor was shorted both legs to ground,,
The PCM had 2 blown capaciters... related , no clue but runs great now,,

If it is a 460 V8, it is OBD1 if it is a V10 it would be OBDII, a special reader is required for Ford OBDI.
Mine also sat for a long time, so one of the first things I did was remove the Transmission pan, drain it get all the gunk out of it, there was no drain plug on mine. Put a new transmission filter in, you will need a pick tool to remove the old rubber o ring up where the filter plugs in. Put in new Transmission fluid, ford specific, and she runs and shifts well.
